- House and Senate Pass Airline Bailout, Economic Stimulus Next
Congress continues to work with the President to address the devastating terrorist attacks on the World Trade Center and Pentagon September 11. In addition to the $40 billion emergency supplemental bill agreed to by the House and Senate September 14, Congress last week approved $15 billion in aid to the airline industry, which was dealt a severe blow by the attacks.

- Congress, Supreme Court Addressing Education
House and Senate conference committee members who were expected to reach agreement on the education overhaul bill (HR 1) early this week have not yet come to consensus on the package's funding and accountability provisions. The measure, which passed in the House on May 23 and in the Senate on June 14, would penalize states, school districts, and schools for failing to meet "adequate yearly progress" as measured by student performance on math and reading tests. The White House is pressuring lawmakers to come to agreement on education policy before Congress adjourns.

- House Passes Low-Income, Senior Housing Bills
The House passed a bill to reauthorize a program through 2006 that allows the Department of Housing and Urban Development (HUD) to lower excessive rental assistance payments under the Section 8 housing voucher program. The bill also has provisions that would enable HUD to restructure Federal Housing Administration-insured mortgages so that landlords will still be able to cover mortgage payments with the reduced rents.

- House and Senate Pass Emergency Spending Bill
The intense partisan budget battle that was brewing on Capitol Hill has been significantly altered by the horrific terrorist attacks on the World Trade Center and Pentagon September 11. By Friday, September 14, Congress had passed an emergency appropriations bill to help the president respond to this tragedy, abandoning earlier pledges not to dip into the Social Security fund to finance government operations - pledges that now seem trivial to most lawmakers.

- Conference Committee Still Toiling Over Education
The education overhaul bill (HR 1) currently in a House-Senate conference committee is one of several domestic issues that have been pushed back while Congress responds to the tragic events of September 11.
President Bush was is Florida promoting reading as part of "Reading Week" when terrorists attacked the World Trade Center and the Pentagon last Tuesday. His visit was part of White House-sponsored efforts to push lawmakers to resolve differences on school policy.
