- Bush Budget Undermines Anti-Poverty Programs
On February 3, President Bush unveiled a $2.23 trillion budget proposal for fiscal year 2004 that boosts military spending and advances tax cuts for the wealthy, while seriously undercutting social programs that aid low-income Americans. In fact, analysts have characterized the impact of Bush's budget request on social safety net programs as unrivaled in scale and scope. Not only is Bush calling for drastic cuts in some anti-poverty initiatives, he is proposing shifting authority over major programs benefiting poor and vulnerable people from the federal government to the states.

- FY03 Omnibus Appropriations Package Sent to President
The House and Senate on Thursday finally cleared the fiscal year 2003 omnibus appropriations bill that had been caught up in Congressional wrangling since the fiscal year began on October 1, 2002. The eleven non-defense federal agencies covered by the package have been funded at FY 02 levels. Passage of the omnibus will allow new funds to start flowing to these agencies.

- House Passes Welfare Reauthorization Measure
On February 13, 2003, the House passed a bill (HR 4) that would reauthorize the Temporary Assistance to Needy Families (TANF) program through 2008. House action came quickly in the new 108th Congress, largely because that chamber passed the measure - the Personal Responsibility, Work, and Family Promotion Act of 2003 - without hearings or markups by the three committees with jurisdiction over the welfare program.
