Senate TANF Debate Starts With Strong Bipartisan Vote For Child Care Funding; Bill Then Stalls The long delayed bill to reauthorize Temporary Assistance for Needy Families (TANF) hit another snag last week when the Senate was unable to agree on how the bill should move forward. The Senate began an abbreviated debate on HR 4 on Monday, March 29 before Majority Leader Frist (R-TN) pulled the bill from the floor three days later, after failing to win a procedural vote to close off debate. Before the bill was pulled, the Senate voted by a margin of 78 to 20 to increase child care funding by $6 billion on top of the $1 billion in new funds in the bill approved by the Senate Finance Committee. House, Senate Unable To Agree On Budget Before Recess The failure of Congress to agree on a final budget conference for fiscal year 2005 before it left for spring recess is a victory for advocates for low-income families. The delay presents an opportunity to target Senators and Representatives to tell them the House and Senate budget resolutions are a bad deal for low- and moderate-income Americans. Both the House and the Senate will be back in session during the week of April 19.
