Child Protection, Foster Care and Adoption - Background Information

An estimated three million children were reported abused and neglected in 2002, according to the Department of Health and Human Services. More than 540,000 children are in foster care or group homes as of September 30, 2001 and the number of children in foster care has increased 30 percent in the last ten years. Approximately 125,000 of these children are waiting to be placed with permanent families, despite recent increases in adoption in many states.

Several federal child welfare programs are aimed at keep children safe, in permanent families or to promote adoption where appropriate. The major federal programs include the Title IV-E Foster Care, Adoption Assistance, and Independent Living Programs, Title IV-B Child Welfare Services, and the Promoting Safe and Stable Families Program.
