Education and Youth Policy - Background Information

In his opinion on Board v. Board of Education , Chief Justice Earl Warren wrote, "Education is perhaps the most important function of state and local government.It is the very foundation of good citizenship." States and localities pay for most of the costs of elementary and secondary education - but the federal government funding plays a key role. The federal government targets a greater proportion of its education spending to low-income students.

In January 2002, President Bush signed into law massive education overhaul legislation, the No Child Left Behind Act. The No Child Left Behind Act, authorizes federal funding and guidance to schools to give all children access to quality K through 12 education. But in 2004, the funding level for Title I, the main source of federal dollars for low-income children, remained $6 billion below the amounts authorized in the No Child Left Behind Act.
