IDEA - Background Information

The Individuals with Disabilities Education Act (IDEA) was originally authorized by Congress in 1975 to help states protect the rights of children with disabilities and to ensure them access to education. IDEA guarantees a free, appropriate public education to more than six million children with disabilities between the ages of 6 and 21 years. More than 800,000 young children benefit from IDEA preschool services. Before IDEA, many public schools excluded children with disabilities. Children are eligible for IDEA services if they have a disability and need special education services to benefit from education. Special services include special instruction, occupational or speech therapy, or assistive technology.
