Social Services
The nation’s social safety net programs are designed to address the special needs of vulnerable and low-income populations. The Social Services Block Grant (SSBG) give states money to fund a variety of social services such as adoption, day care, employment services, family planning, housing, and transportation. The Child Care and Development Block Grant (CCDBG) provides child care subsidies to low-income working families and families leaving welfare for work. There are also a range of federal child welfare programs designed to protect children in at-risk families and encourage adoption where appropriate.

According to a new report “The Third Shift: Child Care Needs and Access for Working Mothers in Restaurants,” released today by Restaurant Opportunities Centers United, 9to5 and others, female restaurant workers pay penalties for both gender and motherhood. Despite representing one of the largest segments of the U.S. economy and experiencing one of the largest growth rates, the restaurant industry continues to exploit its workers — particularly women, including mothers. Key findings in the report concluded that working mothers lack access to affordable child care, career mobility and a living wage with benefits.
