The nation's social safety net programs are designed to address the special needs of vulnerable and low-income populations. The Social Services Block Grant (SSBG) give states money to fund a variety of social services such as adoption, day care, employment services, family planning, housing, and transportation. The Child Care and Development Block Grant (CCDBG) provides child care subsidies to low-income working families and families leaving welfare for work. There are also a range of federal child welfare programs designed to protect children in at-risk families and encourage adoption where appropriate.
